Creative Fuel, a group of creative enterprises, had long been searching for an opportunity to gather in a single inspiring space that would support collaboration and the sharing of ideas. A suitable location was found in Tallinn's Kultuurikatel (Tallinn's Creative Hub)– a former power plant renovated by Kavakava architects between 2009 and 2015.

The architectural vision for the complex was based on creating an open and diverse space where halls, club rooms, offices, and studios intertwine. The building is architecturally multi-layered and has a unique character, with its strong spatial potential evident from the very first visit.

Our task was to support the building's transformation into a creative hub by solving the logistics across five levels and creating a clear circulation scheme. The main entrance and an open common atrium with meeting rooms and a seating area became the central focal point.

The work areas were placed on the upper floors according to the needs of each company. In the design, we emphasized the contrast between old and new: we preserved the original concrete, steel, and brick surfaces and added contemporary elements in the form of mirrors and clean surfaces. Several historical layers and even graffiti were deliberately left intact, emphasizing the history and character of the place. In 2017, when Estonia held the Presidency of the Council of the European Union, Kultuurikatel was also one of the main venues for the presidency.
